Faculty, staff, students, or visitors using wheeled conveyances as a means of transportation may use the Wheeled Conveyance on campus streets designated for motorized vehicles, in parking lots, in garages, or on parking ramps. Such wheeled conveyances may only be used on a public street designated for motor vehicles in accordance with established law.

Pedestrians shall have the right of way on all UNLV sidewalks and pedestrian paths.

Individuals using wheeled conveyance as a means of transportation on UNLV sidewalks or pedestrian paths shall operate the equipment in a prudent manner and exhibit due regard for the safety of pedestrians. For the purposes of this policy, "prudent manner" is defined as follows:

• User will maintain a safe distance from pedestrians.
• User will ensure that all equipment wheels remain on the ground at all times.
• User will heed all designated dismount zones.
• User will not use equipment on stairs, terraces, or railings.
• User will not use mobile devices such as smartphones or wear earphones while the equipment is in motion. 
• User will not endanger pedestrians. 
• User will operate equipment at safe speeds, not to exceed 15 mph, to maximize pedestrian safety, prevent injury, and/or property damage. 

UNLV prohibits the use of wheeled conveyance for transportation within university buildings.

Recreational use of wheeled conveyance on UNLV property, unrelated to transportation, is prohibited. This includes using wheeled conveyances to jump on, over, or off any object, performing tricks, and riding down ramps.

Organizers of any formally scheduled and approved university event using such Wheeled Conveyance shall file a valid certificate of insurance with the Scheduling Services Office prior to the date of the event.

Individuals shall be held responsible for damage caused to UNLV property as a result of improper operation of Wheeled Conveyances on UNLV property.

Individuals shall be held responsible for injuries to themselves or others as a result of the improper operation of Wheeled Conveyance on UNLV property.

Individuals are also subject to relevant local and/or municipal codes or ordinances including, but not limited to Clark County Ordinances Title 14 and/or Las Vegas Municipal Code Title 11. Additionally, as UNLV is State of Nevada property individuals are subject to the relevant Nevada Revised Statutes (NRS), 455B, 484B, and 482, which regulate use of coasters, roller skates, rollerblades, skateboards, scooters, bicycles, electric scooters/bicycles, and similar devices.

Individuals who violate the local and/or municipal and/or county ordinances and/or State laws (NRS) are subject to fines; individuals who violate this policy are subject to discipline under UNLV and NSHE policies. 

Policy Enforcement

Policy enforcement is a collaborative effort by those departments which normally have responsibility for the health, safety, and security of all those who come on, or in, UNLV owned or leased property and facilities. As such, these departments, as well as wheeled conveyance operators can promote and encourage the safe use of these devices to ensure the campus community remains safe. In addition, the use of incentives may be used to further promote this policy and provide a source of positive reinforcement to enhance the safety culture at UNLV.

In the event there are serious violations of this policy which result in accidents, injuries and/or property damage, students may be referred to the Office of Student Conduct and faculty/staff members referred to their respective Deans/Vice Presidents, directors, or department heads for appropriate disciplinary measures. Appropriate disciplinary measures may include the restriction of wheeled conveyance use on any UNLV owned or leased facility location. UNLV also reserves the right to further limit the use of wheeled conveyances to preserve the safety of the campus community.

Storage

• Not placed in areas where they would impede access to or egress from buildings.
• Parked away from pedestrians, carts, and traffic in a safe position.
• Properly secured to prevent theft or damage.
