Steve Sisolak was announcing the closure of Nevada schools on March 15, Jessica Chavez got a call from her panicked 17-year old sister — their father had been detained by Immigration and Customs Enforcement (ICE) agents while on his way to buy groceries and cleaning supplies as advised for the COVID-19 outbreak.
