Jayce Farmer (Public Policy and Leadership) published a research essay, “Water Utility Districts as Facilitators of Regional Climate Change Partnerships,” on the peer-reviewed Urban Affairs Forum. This essay centers water utility districts as a key factor for the development of regional climate change partnerships between local governments. Here, he uses Bayesian modeling techniques to empirically show how urban water utilities can serve as centralized regional organizations that can support governmental collective action to overcome the deleterious impacts of climate change.
