Federick Ngo (Higher Education) and Jaekeun Cho (Engineering, Higher Education), published a study titled, "The Effect of In-State Tuition on International Student Enrollment: Evidence from the Heartland," in the Journal of Student Financial Aid. The study examined a unique policy in Minnesota that allowed colleges and universities to offer in-state tuition rates to international students. The authors found that the policy attracted more international students to the state and did not affect domestic student enrollment.
