Robert S. (Bob) Genzer was Director of the Planning and Development Department for the City of Las Vegas from March 15, 2001 until January 7, 2005. A 31-year veteran with the city, Bob began his career in 1973 as a Planning Analyst in the Current Planning Division and worked his way up through the ranks. He served as Deputy Planning Director from November 1999 until being appointed Director by the City Council.
During his career, the city grew in size from 53 square miles to more than 117 square miles and in population from approximately 135,000 in 1973 to nearly 521,000 in 2004. While he served as a Planning Supervisor, Bob oversaw two Planning Commission teams preparing cases for each meeting, and he helped draft Title 19A, the Zoning Ordinance. As Deputy Director, Bob was involved in the development of the Las Vegas 2020 Master Plan, the Downtown Centennial Plan, and other special plans such as Town Center and Summerlin West. He supervised the rewrite of Title 18, the Subdivision Ordinance, as well as the preparation of the DINA ordinance (Development Impact Notice and Assessment) for large projects to comply with NRS Chapter 481. Bob directed completion of the Housing, Public Safety, Conservation and Population Elements of the 2020 Master Plan. He also oversaw the design phase of the Lewis Avenue Corridor project in downtown Las Vegas. Moreover, Bob improved customer service procedures, internal communications with other city departments, and department support of the City Council, the Planning Commission and the Office of the City Manager.
In 2003, the American Planning Association’s Southern Nevada section honored Bob with the DeBoer Excellence in Planning Award, and the Western Planning Resources Network named Bob the 2003 Western Planner of the Year. In February 2005, in association with the local APA section, Bob established a scholarship endowment fund to benefit planning students in the School of Architecture at UNLV.
Following his retirement from the City in January 2005, Bob established Genzer Consulting, specializing in planning and zoning items in the City of Las Vegas. In 2008, Bob was appointed to the Board of Directors of Kirkwood Bank of Nevada (now GenuBank), a position he continues to hold today.
Born in Los Angeles, CA in December 1950, Bob graduated from Alexander Hamilton High School in 1969. In 1973, Bob earned a bachelor’s degree in City and Regional Planning from California Polytechnic State University in San Luis Obispo, CA, a program he continues to support on a yearly basis.
